Making oil too expensive for Ugandans. Imagine a whole country buying oil from middlemen in another neighboring country! Earlier efforts to have an oil pipeline extended from Eldoret to Uganda has always been blocked by the Kenyan govt. They prefer Kenyans trucks to transport this fuel ( jobs for Kenyans) , but this has always been a huge cost to Uganda for road maintaince and even human life incase of accidents. As DRC and Somalia settle and have peace, we will have railways connecting Uganda to the Atlantic in DRC and also to the Indian ocean again through Somalia. Who knows, in 30 years from now, we might even have another long railways from Uganda through the 2 Sudans up to Alexandria in Egypt. These trains would be so cheap with nuclear power. And we have huge deposits of uranium already and the Russians are in advanced stages of starting the extraction. We're a landlocked country, but our minds are not landlocked.
